The vast majority of procurement by Virginia’s state and local public bodies occurs under the auspices of the Virginia Public Procurement Act (VPPA). The VPPA applies to the acquisition of goods, services, construction and insurance. Both public bodies with procurement needs and businesses that want to sell goods, services or insurance or perform construction for public bodies in Virginia should develop an understanding of the VPPA.
