McGuireWoods partners Julia English, Katlyn Davis Farrell, Aaron Flynn, Vishwa Link and Todd Mullins were honored in the 2023 “Lawdragon 500 Leading Energy Lawyers” guide to top U.S. lawyers who advise clients on energy law.
English was honored for energy regulation, particularly in electricity. She represents electric generation and transmission owners, developers, traders, financial institutions, investors and investor-owned utilities in regulatory, transactional and compliance matters before the Federal Energy Regulatory Commission (FERC), the U.S. Department of Energy, the Department of State and state regulatory commissions.
Farrell was recognized for her work on energy regulatory issues. She represents energy and utility clients on matters before FERC, the North American Electric Reliability Corporation (NERC) and appellate courts. She handles rate and regional transmission organization issues including tariffs, cost allocation and market design.
Flynn was recognized for environmental law, particularly air quality matters. He represents utilities, national trade associations, oil and gas companies, and manufacturers on major environmental litigation and regulatory matters. He has resolved regulatory issues before the Environmental Protection Agency, at the White House, and through litigation across the country. He reduces and manages clients’ regulatory burdens and liabilities under federal environmental statutes, including the Clean Air Act. He recently was recognized in “Lawdragon Green 500: Leading Environmental Lawyers.”
Link, chair of McGuireWoods’ Regulatory & Compliance Department, was honored for energy law, particularly in the regulatory arena. She focuses on administrative litigation before state public utility commissions. She also represents electric and gas utility clients in rate, energy conservation and integrated planning proceedings, and helps electric utility clients secure permits for generating plants and transmission lines before state regulatory agencies.
Mullins was recognized for his work in energy regulation. The managing partner of McGuireWoods’ Washington, D.C., office and leader of its energy enforcement practice, Mullins has more than three decades of experience in litigation and enforcement of energy matters. He represents clients in litigation and enforcement and compliance matters involving the FERC, NERC and the Commodity Futures Trading Commission.
