Lawdragon Honors Seven McGuireWoods Partners as 2025 Leading Energy Lawyers

McGuireWoods partners David Martin Connelly, Julia English, Katlyn Davis Farrell, Aaron Flynn, Andrew Gann, Vishwa Link and Todd Mullins were honored in the 2025 “Lawdragon 500 Leading Energy Lawyers” guide to top U.S. lawyers who advise clients on energy regulatory, litigation and transactional matters.

Connelly was honored for energy regulation, particularly in electricity. He counsels electric utilities and their affiliates on regulatory and policy matters before the Federal Energy Regulatory Commission (FERC) and U.S. Courts of Appeals. Connelly focuses on electric transmission issues, including open-access transmission service, cost-of-service rates for transmission and ancillary services, and generator and transmission interconnection issues. His honors also include recognition in Chambers USA, Chambers Global, The Legal 500 United States and The Best Lawyers in America.

Lawdragon recognized English for energy regulation, particularly in electricity. She represents clients on federal energy regulatory matters related to the development, ownership and operation of electric generation and transmission projects; equity, asset and debt transactions involving electric projects; ISO/RTO market participation rules; generator interconnection issues, including shared facilities; and ongoing compliance with applicable FERC requirements. She has been selected for inclusion in Chambers USA, Chambers Global, The Legal 500 United States and The Best Lawyers in America.

Farrell earned recognition for her work on energy regulatory issues. She represents energy and utility clients on matters before FERC, the North American Electric Reliability Corporation (NERC) and appellate courts. She counsels clients on cost-based and market-based rate matters, compliance and regional transmission organization issues including tariffs, cost allocation and market design. Farrell has been recognized in Chambers USA, Chambers Global, The Legal 500 United States and Best Lawyers: Ones to Watch.

Lawdragon honored Flynn for environmental law, particularly air quality matters. He represents utilities, national trade associations, oil and gas companies, and manufacturers on major environmental litigation and regulatory matters. Flynn has resolved regulatory issues before the Environmental Protection Agency, at the White House and through litigation across the country. Flynn has been selected for inclusion in Chambers USA and The Legal 500 United States and he recently was lauded in the “2025 Lawdragon 500 Leading Environmental Lawyers – The Green 500.”

Gann was commended for energy litigation, particularly related to class actions. As a litigator, he focuses on mass tort lawsuits, commercial litigation and litigation arising out of catastrophic incidents. He has significant experience representing pipeline companies in various types of litigation along with representing electric utilities nationwide related to wildfires. Gann also has been recognized in Chambers USA, The Legal 500 United States and Best Lawyers: Ones to Watch.

Link was hailed for energy regulation. She focuses on administrative litigation before state public utility commissions. Link also represents electric and gas utility clients in rate, energy conservation and integrated planning proceedings, and helps electric utility clients secure permits for generating plants and transmission lines before state regulatory agencies. Link has earned national recognition from The Legal 500 United States and The Best Lawyers in America and The National Law Journalhonored her as an energy and environmental law “trailblazer.”

Mullins was recognized for his work in energy regulation. With more than three decades of experience in litigation and energy enforcement and compliance, he represents clients in matters involving FERC, NERC and the Commodity Futures Trading Commission. He co-led the development of McGuireWoods’ FERC Enforcement Reporter, an innovative tool that organizes information about FERC enforcement cases and policy statements. He has been honored as a leading lawyer by Chambers USA, Chambers Global, The Legal 500 United States and The Best Lawyers in America.
