Garen Marshall, a former federal prosecutor and United States Navy special forces combat veteran, is a member of the firm’s Government Investigations and White Collar Litigation Department. Garen’s practice leverages his years in the private sector and his tenure at the United States Attorney’s Office for the Eastern District of New York, where he served in the Office’s National Security and Cybercrime Unit and the Organized Crime and Gangs Unit. Garen specializes in financial fraud and corruption investigations across a range of industries, including banking, private equity, healthcare, financial technology, and cryptocurrency. With extensive experience prosecuting and investigating cases related to wire and securities fraud, honest services violations, money laundering, and racketeering, Garen brings a formidable skill set to the table.

A fierce advocate, Garen’s experience is rounded out by his time as a secondee to a leading global financial services company, as a federal law clerk, and as a champion for military veterans. Among his efforts, Garen has founded and chaired two veterans advocacy organizations, including at New York University School of Law, where he spearheaded efforts that led NYU to introduce one of the nation’s most generous funding packages tailored specifically for eligible veterans.
Garen also served in the United States Navy as an explosive ordnance disposal technician during Operation Iraqi Freedom. For his service, Garen was awarded the Bronze Star, Army Commendation, and twelve other military service medals.
Experience
- Conducted an internal investigation on behalf of a multi-national technology company related to insider trading by a corporate executive and obtained nearly $800,000 in restitution for the client.
- Conducted a cross-border internal investigation on behalf of a large financial institution related to manipulation of the London Interbank Offered Rate (LIBOR).
- Represented the former COO of a registered investment advisor in connection with an SEC investigation related to the sale of a large, collateralized debt obligation.
- Represented a multinational investment bank in civil litigation arising out of the purchase of nearly $200 billion of residential mortgage-backed securities.
- Conducted an internal investigation related to insider trading on behalf of a mid-size software company following DOJ and SEC inquiries.
- Conducted an internal investigation on behalf of a cryptocurrency exchange in response to a CFTC inquiry.
- Advised numerous corporate clients regarding FINRA inquiries related to mergers and acquisitions.
- Served as a secondee to Morgan Stanley’s Legal & Compliance Division.
- Investigated and prosecuted criminal matters involving wire and securities fraud, honest services fraud, tax fraud, money laundering, asset forfeiture, racketeering and organized crime, cybercrime and violent crime.
