Caroline’s practice focuses on the area of public finance transactions, serving as bond counsel, borrower’s counsel, underwriter’s counsel, or issuer’s counsel in tax-exempt and taxable bond financings. Her practice includes private activity bond financings for educational institutions and universities, retirement living facilities, healthcare facilities, and solid waste disposal and energy facilities, as well as state and local governmental bond financings, including general obligation and revenue bond financings for public schools, utilities and other infrastructure projects.

Prior to joining McGuireWoods, Caroline served as a law clerk to the Honorable Joi J. Taylor, the Honorable Jacqueline S. McClenney, and the Honorable W. Reilly Marchant of the Richmond Circuit Court. While in law school, Caroline interned for the Honorable David J. Novak at the United States District Court for the Eastern District of Virginia, Richmond Division and served as an Articles Editor for the University of Richmond Law Review. Upon graduation, she received the Orrell-Brown Award for Excellence in the Children’s Law Center.

Prior to law school, Caroline worked as a research assistant in McGuireWoods Consulting’s Federal Public Affairs and Virginia State Government Relations groups. She assisted clients with legislative monitoring and research projects.
