Margaret Rockwell serves as counsel with McGuireWoods LLP and is a vice president on McGuireWoods Consulting’s national infrastructure and economic development team.

Margaret specializes in delivering comprehensive competitive intelligence to uncover emerging policy trends, local and state legal landscapes, and competitor activities in a variety of sectors. She monitors policy developments relating to land use, public procurement, energy infrastructure, data center development, cybersecurity, resiliency, and transportation. Her analyses highlight market dynamics pertinent to her clients’ industries, ultimately providing strategic insights that enable businesses to anticipate policy impacts, conduct vulnerability assessments, and execute successful business development strategies.

Margaret first joined McGuireWoods Consulting as a legislative intern during the General Assembly session of 2018, returning that summer to support the firm’s infrastructure and economic development team. After obtaining her J.D. from the University of Richmond School of Law and joining the Virginia Bar in 2019, Margaret accepted a role on the team as assistant vice president.

Prior to joining McGuireWoods Consulting, Margaret was a recipient of the David L. Boren Scholarship from the U.S. Department of Defense while a student at Virginia Commonwealth University. The scholarship allowed her to engage in a fifth year of undergraduate study to attend Istanbul Bilgi University in Türkiye.

After obtaining dual degrees in political science and international relations, Margaret served as a project director for a Turkish-American startup in the Kurdistan Region of Iraq. In this role, she managed a public-private partnership with the Kurdish Regional Government to identify and publicize the region’s emerging industries and economic development capabilities. Upon returning to the U.S., Margaret worked as an analyst with the Bureau of Consular Affairs at the Department of State where she supported the growth and maintenance of secured data-sharing initiatives between the nation’s primary federal departments.
