Highly efficient and responsive, Tom has been a trusted adviser to healthcare providers for more than 30 years. Tom brings a cost-effective, practical approach to helping healthcare providers navigate some of their most important legal issues, including medical staff privileges; healthcare contracts; state and federal self-referral and fraud and abuse prohibitions; professional and facility licensure; peer review privilege; healthcare litigation; certificate of public need matters; and managed care, Medicaid, Medicare, and third-party reimbursement and regulation.

Tom serves on the Health Law Section Council of the Virginia Bar Association. He is a past chairman of the Board of Governors of the Virginia State Bar’s Health Law Section and served as vice chair, secretary, and newsletter editor of the section. Among his many honors, Tom is consistently recognized in The Best Lawyers in America, which twice named him Richmond’s Lawyer of the Year for health care law.

After earning his law degree from the University of Virginia School of Law, Tom was a law clerk for Judge Boyce F. Martin Jr. of the U.S. Court of Appeals for the 6th Circuit.

Experience

  • Represented hospitals and surgery centers across the country in medical staff investigations, disciplinary matters, and hearings and in preparation of, and revisions to, medical staff bylaws.
  • Provided Virginia certificate of public need advice for numerous projects throughout 24 years, including development of new $166 million, 126-bed new hospital.
  • Advised major university in certificate of need approval, development, and operation of $135 million proton therapy institute.
  • Advised many hospitals and surgery centers regarding hospital-physician contracts.
  • Advised many hospitals and surgery centers regarding compliance and internal audit issues.
