Evan is an advocate for individual and corporate clients across industries in state and federal government investigations and litigation. His advocacy begins with his commitment to deliver exceptional client service and seeking the best possible outcomes for his clients.

As a member of the firm’s award-winning Government Investigations & White Collar Litigation department, Evan carefully crafts strategies to address the often complex and high-stakes legal issues clients face. His investigations practice involves both state and federal government investigations by regulatory and enforcement agencies. He is also often part of teams conducting internal investigations into matters with potential civil, criminal, or regulatory liability. Evan’s litigation practice ranges from routine business disputes to complex bet-the-company litigation.

Evan maintains a robust pro bono practice and is active in the community. He serves on the Leadership Advisory Board for the First Tee of the Greater Richmond Area and is a board member of Communities in Schools for Chesterfield County.

Evan was named to the Best Lawyers: Ones to Watch list for Commercial Litigation for 2023, 2024 and 2025. The National Black Lawyers has recognized Evan as a “Top 40 under 40” Black attorney in Virginia since 2021. Virginia Business Magazine named Evan to its Legal Elite list in 2022 and 2023.

Before entering private practice, Evan served as a law clerk to The Honorable James J. Reynolds, Chief Judge of the Twenty-Second Circuit of Virginia, and The Honorable Joseph W. Milam Jr. While in law school, Evan served on the Environmental Law & Policy Review, was appointed Associate Chair of the Law School Honor Council, and served as a research assistant to renowned constitutional scholars Neal E. Devins and Allison Orr Larsen.

Experience

Successfully obtained summary judgment for a flagship state university in a high-profile First Amendment lawsuit.

Conducted high-visibility internal investigation into the CEO of a nonprofit corporation after allegations of workplace misconduct and potential regulatory violations.

Represented a proprietary institution before the U.S. Department of Education, Federal Student Aid’s Borrower Defense Unit, regarding hundreds of borrower defenses to repayment claims under Title IV of the Higher Education Act of 1965, resulting in no adverse action against the institution.

Conducted an internal investigation into potential employee misconduct for a privately owned secondary school.

Successfully obtained dismissal of a U.S. Department of Education Office of Civil Rights Complaint for a private university.

Conducted a fast-paced internal investigation for a large financial institution prompted by the Office of the Comptroller of the Currency.

Defended a Fortune 500 energy company in a third-party corporate representative deposition.

Represented an energy supplier in response to a state’s attorney general’s wide-ranging subpoena.

Conducted a large-scale internal investigation into a company’s hiring practices.

Successfully resolved a federal lawsuit brought under Title IX against an HBCU.
